Deborah Reidy Kelch

Interim Executive Director

Deborah Reidy Kelch is the Interim Executive Director of the First 5 Association of California. Deborah serves as the leader of the association, working with members, staff, consultants, and external partners to advance the organization’s strategic goals and objectives, and ensure a smooth transition to a new executive director., Deborah previously served for 40 years as a California health policy researcher, expert, and consultant, retiring in 2020. Deborah’s career focused on public policy analysis and development to improve health care in California, most recently as Executive Director of Insure the Uninsured Project (ITUP). Deborah served as policy and fiscal staff to the California Legislature, including as Chief Consultant to the Assembly Health Committee, and established Kelch Associates, an independent health policy consulting firm. She received her master’s degree in public policy and administration from CSU Sacramento and her bachelor’s degree in political science from UCLA.
