Moira helps establish the priorities and strategic direction of the Center. Drawing on her seven years leading the First 5 Association of California, Moira brings a deep knowledge of best practices and experiences in early childhood policies and programs gleaned from the 58 First 5 counties around the state.
Prior to joining the Association, Moira served for four years as the Executive Director of First 5 San Francisco, where she was instrumental in launching the city’s Preschool For All program as well as a number of other key county initiatives. She was formerly the Research Director at the Institute for Urban and Regional Development at UC Berkeley, where she oversaw a number of innovative university-community partnerships to support at-risk communities across the Bay Area. Her background is in public policy and community development; she has a PhD and MA in Urban Planning from UCLA, and a BA from Harvard University.
